මත්ද්රව්ය සම්බන්ධ රස පරීක්ෂක වාර්තා මාස තුනක් තුල ලබාදීමට කටයුතු කර තිබෙනවා – අධිකරණ ඇමති පවසයි.
DNA පරීක්ෂණ ධාරිතාවය වැඩිදියුණු කිරීමට නවීණ උපකරණ රස පරීක්ෂක දෙපාර්තමේන්තුවට ලබා දෙයි .
රජයේ රස පරීක්ෂක දෙපාර්තමේන්තුවේ DNA පරීක්ෂණ ධාරිතාවය තවදුරටත් වැඩිදියුණු කිරීම සදහා අත්යවශ්ය උපකරණ එම දෙපාර්තමේන්තුවේ DNA රසායනාගාරයට ලබාදීමට එක්සත් ජාතීන් සංවර්ධන වැඩසටහන (UNDP) කටයුතු කර ඇති අතර, අදාළ උපකරණ එක්සත් ජාතීන් සංවර්ධන වැඩසටහනේ මෙරට නිත්ය නියොජිත Azusa Kubota මහත්මිය විසින් රජයේ රස පරීක්ෂක කාමිණි පෙරේරා මහත්මිය වෙත භාරදීම අධිකරණ සහ ජාතික ඒකාබද්ධතා අමාත්ය, නීතිඥ හර්ෂණ නානායක්කාර මහතා ඉදිරිපිටදී අද (15) පෙරවරුවේ බත්තරමුල්ල, ඉසුරු මාවත පිහිටි එම දෙපාර්තමේන්තු පරිශ්රයේදී සිදු විය.
එම උපකරණ නිරීක්ෂණය කිරීමෙන් අනතුරුව රජයේ රස පරීක්ෂක කාමිණි පෙරේරා මහත්මිය සහ එක්සත් ජාතීන් සංවර්ධන වැඩසටහනේ මෙරට නිත්ය නියොජිත Azusa Kubota මහත්මිය අතර උපකරණ භාරදුන් බවට ගිවිසුම් වෙනුවෙන් අත්සන් කිරීම ද සිදු විණි.
රස පරීක්ෂක වාර්තා ලබාදීමේ ප්රගතිය සහ නවීණ පරීක්ෂණ උපකරණවල අවශ්යතා ඇතුළු පහසුකම් සම්බන්ධයෙන් විශේෂ සාකච්ඡාවක්ද අධිකරණ සහ ජාතික ඒකාබද්ධතා අමාත්ය, නීතිඥ හර්ෂණ නානායක්කාර මහතාගේ ප්රධානත්වයෙන් වැඩබලන රජයේ රස පරීක්ෂක කාමිණි පෙරේරා, එක්සත් ජාතීන් සංවර්ධන වැඩසටහනේ මෙරට නිත්ය නියොජිත Azusa Kubota, ශ්රි ලංකාවේ කැනඩා මහ කොමසාරිස් Isabella Martin මහත්මීන්ගේ සහභාගිත්වයෙන් සිදු විය.

රස පරීක්ෂක වාර්තා ප්රමාදය පසුගිය කාලය තුළ බරපතල ගැටළුවක් බවට පත්ව තිබුණා. එම ගැටළුව විසදීමට අවශ්ය විධිමත් පියවර මේ වන විට ගෙන තිබෙනවා. වත්මන් රජය බලයට පත් වන විට දෙපාර්තමේන්තුව තුළ පුරප්පාඩු 118 ක් තිබුණා. ඒ නිසා කාර්යක්ෂම ලෙස රස පරීක්ෂක වාර්තා නිකිත් කිරීමේ දැඩි අපහසුතාවයක් තිබුණා. මේ වන විට අවශ්ය කාර්ය මණ්ඩලය හැත්තෑවක් පමණ බඳවා ගැනීමට පියවර ගෙන තිබෙනවා. එහි නිලධාරීන් රාත්රි දහය පමණ වන තෙක් රාජකාරී කටයුතු සිදු කරමින් වාර්තා ලබාදීම කඩිනම් කිරීමට කටයුතු කරනවා. මත්ද්රව්ය සම්බන්ධ පරීක්ෂණ වාර්තා මාස තුනකට අඩු කාලයක් තුළ නිකුත් කිරීමට අවශ්ය පියවර ගෙන තිබෙනවා. ඒ වෙනුවෙන් රස පරීක්ෂක දෙපාර්තමේන්තුවේ නිලධාරීන් කරනු ලබන සේවය අගය කළ යුතුයි.
බන්ධනාගාරවල තිබෙන තත්වයන් නිරීක්ෂණය කිරීමේදී රැඳවියන්ගේ මුලික චෝදනාවක් වුයේ රස පරීක්ෂක වාර්තා ප්රමාදවීම නිසා ඇප ලබා ගැනීමට නොහැකිව ඇති බවයි. මෙම තත්වය අපි පසුගිය වසරේ හඳුනා ගෙන අවශ්ය පියවර ගැනීමට කටයුතු කළා. නවීන යන්ත්ර සහ පරීක්ෂණ කටයුතු වෙනුවෙන් අවශ්ය කරන රසායනික ද්රව්ය අවශ්ය පරිදි ලබාදීමට කටයුතු කර තිබෙනවා. 2022 වසරේ සම්මත කරන ලද නීතියට අනුව මත්ද්රව්යවල ශුද්ධ බර ප්රමාණය ග්රෑම් දහයකට වැඩි නම් ඇප ලබා ගැනීමට අභියාචනාධිකරණයට යාමට සිදුවීමෙන් ඇප ලබා ගැනීමේ ප්රමාදයන් සිදු වුණා. මේ නීතිය සංශෝධනය කිරීමට අවශ්ය පියවර ගෙන තිබෙනවා. අත්අඩංගුවට ගන්නා අවස්ථාවේදී මත් ද්රව්යවල ශුද්ධ බර ග්රෑම් 100 අඩු නම් මහාධිකරණයෙන් ඇප ලබා ගැනීමේ හැකියාව නැවත ඇති කරනවා.
ඩී. එන්.ඒ .පරීක්ෂණ කටයුතු කඩිනම් කිරීම සහ ඒ වෙනුවෙන් තවදුරටත් අවශ්ය තාක්ෂණික පහසුකම් ලබාදීම සම්බන්ධයෙන්ද සාකච්ඡාවේදී විශේෂ අවධානය යොමු විය.
RT PCR යන්ත්රයක්, PCR පද්ධතියක් සහ Crime Lite සිරොලොජි කට් සංඛ්යාව ඇතුළු උපකරණ එසේ ලබාදී ඇති අතර, කැනඩා රජයේ මුල්ය සහායෙන් එක්සත් ජාතීන්ගේ ජන ගහන අරමුදල මෙම වැඩසටහන ක්රියාත්මක කර තිබේ.
ජීව විද්යාත්මක සාක්ෂි නිවැරදිව සොයා බලා විශ්ලේෂණය කිරීම මගින් අධිකරණ ක්රියාවලියේ විද්යාත්මක පදනම ශක්තිමත් කිරීම, අධිකරණ විද්යාත්මක DNA විශ්ලේෂණයේ නිවැරදි බව, විශ්වාසනීය බව සහ සාක්ෂි ශක්තිය වැඩි කිරීම තුළින් පවතින නඩු පද්ධතියේ ප්රමාදය අවම කිරීම නව උපකරණ ලබා දීමේ අරමුණයි.

Measures Taken to Issue Drug-Related Forensic Reports Within Three Months – Minister of Justice
Modern Equipment Provided to Government Analyst’s Department to Enhance DNA Testing Capacity
The United Nations Development Programme (UNDP) has provided essential equipment to the DNA Laboratory of the Government Analyst’s Department to further enhance its DNA testing capacity.
The equipment was formally handed over by Ms. Azusa Kubota, Resident Representative of the United Nations Development Programme in Sri Lanka, to Ms. Kamini Perera, Acting Government Analyst, in the presence of the Minister of Justice and National Integration, Attorney-at-Law Harshana Nanayakkara, this morning (15) at the premises of the Government Analyst’s Department located on Isuru Mawatha, Battaramulla.
Following an inspection of the equipment, Ms. Kamini Perera, Acting Government Analyst, and Ms. Azusa Kubota, Resident Representative of UNDP in Sri Lanka, also signed the relevant agreements confirming the handover of the equipment.
A special discussion was also held under the chairmanship of the Minister of Justice and National Integration, Attorney-at-Law Harshana Nanayakkara, with the participation of Ms. Kamini Perera, Acting Government Analyst Ms. Azusa Kubota, Resident Representative of UNDP in Sri Lanka, and Ms. Isabella Martin, High Commissioner of Canada to Sri Lanka. The discussion focused on the progress of issuing forensic reports, requirements for modern testing equipment, and other facilities necessary to improve the efficiency of the Department.
Speaking at the occasion, Minister of Justice and National Integration, Attorney-at-Law Harshana Nanayakkara, stated,
“The delay in issuing forensic reports had become a serious problem over the past period. Formal measures required to address this issue have now been taken. When the present Government assumed office, there were 118 vacancies within the Department. As a result, there were significant difficulties in issuing forensic reports efficiently.
“Steps have now been taken to recruit approximately 70 personnel required for the Department. Officers are also working until around 10.00 p.m. to expedite the issuance of reports. Necessary measures have been taken to issue reports relating to drugs within a period of less than three months. The service rendered by the officers of the Government Analyst’s Department in this regard should be appreciated.
“When we examined the conditions prevailing in prisons, one of the primary concerns raised by detainees was that they were unable to obtain bail due to delays in receiving forensic reports. We identified this situation last year and took steps to address it.
“Arrangements have also been made to provide modern machinery and the chemicals required for testing as necessary. Under the law enacted in 2022, where the net weight of a drug exceeded 10 grams, an application for bail had to be made to the Court of Appeal, resulting in delays in obtaining bail. Necessary measures are now being taken to amend this law. The ability to obtain bail from the High Court will once again be made available where the net weight of the drugs at the time of arrest is less than 100 grams.
“Special attention was also given during the discussion to expediting DNA testing and providing the additional technical facilities required for this purpose.”
The equipment provided includes an RT-PCR machine, a PCR system, and a number of Crime-Lite Serology Kits, among other equipment. The programme has been implemented by the United Nations Population Fund (UNFPA) with financial assistance from the Government of Canada.
The provision of the new equipment is aimed at strengthening the scientific foundation of the judicial process through the accurate identification and analysis of biological evidence, enhancing the accuracy, reliability and evidentiary strength of forensic DNA analysis, and thereby reducing delays within the existing judicial system.
